Assets Recovery Agency has frozen bank accounts belonging to Governor Okoth Obado and his proxies after uncovering an intricate web of looting that has seen over Ksh 2.5 billion of county funds transferred to his children’s accounts in Australia, Hong Kong and China.
Also targeted are 77 parcels of land whose transfer documents have been seized by ARA.
Those named as the governor’s associates who have benefited from the alleged fraudulent deals and whose accounts have been frozen include Jared Peter Odoyo Oluoch Kwaga, Ernest Omondi Owino and Joram Opala Otieno.
Others are Patroba Ochanda Otieno, Beatrice Akinyi Ogutu, Kennedy Odhiambo Akello and Kennedy Onyango Adongo. Opala, Kwaga, and Ochanda are blood brothers.
ARA is now considering seeking mutual legal assistance from the three countries to recover the cash from the 100 bank accounts according to court documents.
In the applications seeking to extend the freeze, the agency says it may apply for mutual legal assistance as provided under chapter 75 a of the Laws of Kenya following discoveries of international money transfers to his children and others in Australia, Hong Kong and China.
Part of the cash paid to Kwaga was wired to the accounts of Scarlet Susan Okoth and Acholla Okoth.
“We have confirmed that Scarlet Susan is daughter of Zachariah Okoth Obado, the Migori county governor,” A source from the agency stated.
Meanwhile, Obado spent the night at Gigiri Police Station under tight security. He is set to be charged on Monday over the brutal murder of Sharon Otieno and her unborn baby.
Sharon was abducted alongside Nation Media journalist Barrack Oduor after they had met Governor obado’s Personal Assistant Michael Oyamo at Graca hotel in Rongo.
Barrack was lucky enough to cheat death but poor Sharon was murdered in cold blood and her body dumped at Kodera forest in Oyugis town , Homa Bay county.
